Statement issued by the International Organization for Human Rights and Refugee Affairs
Warning and Recommendation on the Unregulated Use of Smart Technologies to Track Marginalized Communities
Middle East and North Africa – 7 June 2025
With the rapid expansion in the use of artificial intelligence technologies, particularly facial recognition systems and data analytics, new challenges are emerging regarding the use of these tools in conflict zones, camps, and refugee centers. This raises serious concerns about the protection of individuals’ privacy and rights.
The International Organization for Human Rights and Refugee Affairs has observed early signs of a global trend to use these technologies to track the movements of marginalized communities, which could restrict their access to protection or essential services if legal safeguards and ethical standards are absent.
In this context, #Imad_Rukbi, Director of Public Relations for the Middle East and North Africa at the Organization, noted that:
“Smart technologies have the potential to support humanitarian efforts in unprecedented ways, but without protective mechanisms, they may become a pressure tool rather than a support instrument.” He emphasized that “the Organization is working diligently to serve as a primary liaison and coordinator with international bodies and AI companies, ensuring that these tools are deployed to serve humanity first and protect it before any technical or operational consideration.”
Recommendations:
-
Enhance transparency and ethical standards in the use of AI tools within humanitarian environments.
-
Sign memoranda of understanding with AI developers to ensure their commitment to human rights in designing and using these tools.
-
Support and fund technological projects that responsibly integrate AI to serve refugees and vulnerable communities.
-
Involve civil society organizations and academic institutions in formulating fair technology policies focused on protection and accountability.
Conclusion:
The International Organization for Human Rights and Refugee Affairs calls for a collective and responsible action by all stakeholders to establish clear and equitable foundations for the use of AI in humanitarian work. The technological future cannot be truly humane unless people remain at its center.
