The International Organization for Human Rights issues its final report on monitoring the parliamentary elections in Kurdistan Region 2024 and emphasizes the importance of learning lessons before the Iraqi elections in November 2025

The International Organization for Human Rights announced today the release of the final report of its special mission to monitor the 2024 parliamentary elections in Kurdistan Region. The report documents observations, conclusions, and practical recommendations to enhance the integrity and efficiency of the electoral process. This conclusion comes at a crucial time before the Iraqi general elections scheduled for November 2025, allowing stakeholders to quickly benefit from the lessons learned.
The High Commissioner of the International Organization for Human Rights stated:
“This report is not merely an archive of the recent past, but a practical roadmap for what needs to be improved immediately before the Iraqi elections in November 2025.”
The head of the monitoring mission also stated:
“We adopted an evidence-based professional methodology, and provided recommendations that can be implemented within short timeframes, to ensure more transparent and inclusive elections.”
Practical Recommendations before November 2025 Elections
- Verify the electoral register through data matching and multi-source verification interfaces, and publish periodic audit reports.
- A code of conduct for media and digital space that regulates political advertising, spending, and limits on misleading content, with a rapid response mechanism.
- Facilitate access by expanding early or accessible voting for elderly, disabled, and displaced persons, and improve queue logistics.
- Intensive training for staff on election day procedures, documentation, and violation management.
- Enhance transparency in appeals through a public platform for tracking complaints and decisions within specific deadlines.
- Protect observers by adopting unified credentials and effective instructions to ensure unrestricted access to information within centers.
- Pre-election technical tests including comprehensive data flow simulation, and stress tests on results systems.
Why Now?
Issuing the report in August provides sufficient time for the Commission and partner entities to adopt corrective measures before November 2025, and gives parties and civil society a clear priority map to achieve a more balanced and trusted electoral environment.
